At EPA, during 1993, I worked on EMF guidance when I was on detail to EPA’s Exposure Assessment Branch in ORD.  I took an Emdex monitor around with me for 24 hours and found the digital clock on my nighttable gave rise to the highest exposure — higher than going under the 500 kV power lines a half mile down the street.  More importantly, there was a professor of physics, Ted Litovitz at Catholic U. in Washington DC who told me he had exposed chick embryos (fertilized eggs) to EMF and found “biological effects.” I stopped following this issue in 1994 when I was at OSHA working on the secondhand smoke and indoor air regulatory proposals.  But interested parties might search the lit to see if he published anything on this.  Jim Repace
