Policy and systems change to drive cessation

This session will discuss using policy and systems change to drive cessation. There will be a focus on existing government initiatives such as implementation of coverage for tobacco dependence treatment by the Federal Office of Personnel Management, Medicaid coverage for tobacco-use treatment, smoke free campuses implemented by the Centers for Disease Control and Prevention, and State telephone Quitlines to treat tobacco dependence. Following the talk, Ms. Rosenthal would like to discuss how the audience sees using these strategies to enhance tobacco-use treatment in substance abuse and mental health treatment facilities.

Abby Rosenthal, MPH has a proven track record of collaboration with the Federal Office of Personnel Management (OPM), state governments and business to initiate and expand insurance coverage for tobacco dependence treatment. She has published multiple documents on health care systems change, tobacco dependence treatment, telephone Quitlines and Medicaid coverage for tobacco cessation. She is a frequent national presenter at government and corporate conferences. She has extensive community organization experience in improving cardiovascular health, HIV management, immunization delivery, and tobacco dependence treatment. Her senior management professional experience includes staff supervision, grant and report writing, and budget development and monitoring.
