This work includes research on state elections data and tobacco industry documents related to state ballot measures to increase tobacco excise taxes to evaluate proponents and opponents campaign strategies and assess their impact on ballot outcomes. Commentary on 2009 federal legislation granting the Food and Drug Administration jurisdiction to regulate tobacco products.
